- Is governed by 5 locally elected supervisors who voluntarily serve without pay. They are elected through the same procedure as state legislators on general election day.
- Is a non-regulatory subdivision of state government
- Develops local natural resource conservation programs with established goals
- Receives limited funds from local government and is eligible for matching funds from the state
- Provides federal technical assistance to farmers, ranchers and landowners based on a partnership with the USDA Natural Resources Conservation Service
- Is accountable to Idaho's electorate, tax payers, and public; and provides reports and records to the Idaho Soil and Water Conservation Commission
