Craig Douglas's environmental practice focuses on regulation and litigation regarding land and natural resource use activities, including: land development, resource extraction, transportation, agricultural and ranching operations, and water rights. This involves regulatory compliance and litigation arising under various federal and state systems, including the Clean Water Act (wetlands, waters, and NPDES permits), the Endangered Species Act (incidental take permits and consultations), the National Environmental Policy Act, and laws relating to the protection of historic and cultural resources. In addition, Mr. Douglas also has a legislative and administrative practice that deals with land use and environmental issues in the Texas Legislature and related state agencies, as well as federal legislative and regulatory matters. In April 2003, Mr. Douglas testified before the U.S. Senate Subcommittee on Fisheries, Wildlife and Water regarding critical habitat litigation at the invitation of Environment and Public Works Committee Chairman Sen. James Inhofe (R-Ok.). Mr. Douglas also has experience in handling local land use entitlements matters and general commercial litigation. He is a frequent speaker at environmental law conferences.
