Comments: The geographic service area (GSA) of the GCMB is defined as the Upper Scioto subbasin (05060001) for impacts to federally jurisdictional wetlands. For Level 1 reviews of the Ohio Environmental Protection Agency (EPA) (impacts to isolated Category 1 wetlands of any size and impacts to isolated Category 2 wetlands of 0.5 acre or less), the GSA defined as the entire Ohio portion of the Huntington District?s Regulatory Boundary. For all other impact types such as those associated with Level 2 or 3 reviews by the Ohio EPA, the GSA is defined as Upper Scioto subbasin (HUC 05060001). The use of GCMB credits as compensatory mitigation for wetland impacts outside of the GSA may be considered by the Corps or Ohio EPA on a case-by-case basis unless a more environmentally preferable compensatory mitigation option is available.
