The Panola County Groundwater Conservation District was created in 2007 by the 80th Texas Legislature with a directive to conserve, protect and enhance the groundwater resources of Panola County. On November 6, 2007, the citizens of Panola County approved the formation of the District to protect and monitor the aquifer resources within the District. The District is committed to managing and protecting the groundwater resources within its jurisdiction and to work with other stake holders to ensure a sustainable, high quality and cost effective supply of water for future generations. The District will strive to develop, promote, and implement water conservation and management strategies to protect water resources for the benefit of the citizens, economy and environment of the District. The preservation of this most valuable resource can be managed in a prudent and cost effective manner through conservation, education, management, and through rule implementation. Any action taken by the District shall be upon full consideration and deference to the individual property rights of the citizens residing in the District.
