The Texas Legislature created the Pineywoods Groundwater Conservation District (PGCD) and public confirmation was on November 6, 2001.
The PGCD's mission is to provide for the conservation, preservation, protection, recharging, and prevention of waste of groundwater, and of groundwater reservoirs or their subdivisions, and to control subsidence caused by withdrawal of water from those groundwater reservoirs or their subdivisions, consistent with the objectives of Section 59, Article XVI, Texas Constitution, groundwater conservation districts may be created as provided by this chapter.
The Pineywoods Groundwater Conservation District issues water well permits and operating permits for exempt and non-exempt wells, collects groundwater information and investigates water quality. It is the belief of the Texas Legislature, District's residents and the Board of Directors that groundwater is best managed locally through a groundwater conservation district. This belief is realized by the adoption and implementation of a management plan outlining the goals, methods, and procedures utilized in the management of the groundwater resources of the District. The District's Management Plan was first approved on February 25, 2004. The Districts Enforcement Authority is established by the Texas Water Code §36.102.
