Since its inception in 1954, the Soil and Water Conservation District, St. Louis County Missouri (SWCD) has been a source of technical assistance and guidance to protect, develop and wisely use soil, water and other natural resources. Although formed primarily to offer assistance to the county’s agricultural producers, in recent years the SWCD has been focusing its technical expertise and assistance on methods to help urban homeowners, subdivision trustees, municipal and county officials, engineers, developers, planners and teachers.
The SWCD covers a large predominantly urban area that is the most densely populated and developed region in the state. The area is divided into ninety-two municipalities within the unincorporated sections of the county. The primary land uses are as follows: residential, recreational, commercial, industrial and transportation. Approximately ninety-five percent of the county is urban in design with less than one percent in some type of agricultural production.

The Board consists of five members. Four of the five are elected members that are land representatives and resident tax paying citizens within the District. The fifth member is an ex-officio member appointed by the University Extension and Outreach Center and serves the Board as Secretary. Elected supervisors serve four-year terms and are elected by a majority vote of land representatives under rules formulated by the Soil and Water Districts' Commission. The Board meets monthly on the second Tuesday at the SWCD office.
