Texas Coastal Management Program

The Texas Coastal Management Program (CMP), administered by the Texas General Land Office and funded by NOAA and GOMESA, supports coastal resiliency by funding projects that protect, restore, and enhance Texas’ coastal natural resources.

CMP distributes approximately $2 million in federal funds annually through a competitive grant process. These grants support both planning and implementation projects. An additional funding track—Projects of Special Merit (PSM)—is supported through the Gulf of Mexico Energy Security Act (GOMESA), offering up to $5 million for large-scale projects.


What CMP Funds

CMP funds projects that meet strict eligibility requirements and align with the state’s coastal priorities. Project categories include:

  • Public Access Improvements
    Construction or enhancement of public beach and park access, ADA-compliant walkovers, parking areas, and trails.
  • Coastal Habitat Protection
    Projects that restore or create habitat, support oyster mariculture, or acquire land for preservation or public access.
  • Coastal Hazards
    Living shoreline construction, data modeling for flood mitigation, and hazard resilience planning.
  • Coastal Nonpoint Source (NPS) Pollution Reduction
    Planning, ordinance development, BMP implementation, and water quality analysis.

NOTE: CMP does not fund individuals or projects on private or federally owned land. Projects must be located within the Texas coastal zone boundary and on publicly owned land or land protected via a long-term conservation easement held by a public entity.


Who Can Apply

Eligible applicants include:

  • Texas state agencies
  • Local governments (cities, counties) within the coastal zone in Texas
  • Texas state public schools, colleges, and universities
  • Regional Texas government entities (e.g., navigation districts, port authorities)
  • Texas Councils of governments
  • Qualified nonprofit organizations registered in Texas with an in-state office

Funding Information

  • NOAA §306 (Planning/Data/Research): up to $200,000
  • NOAA §306A (Construction/Land Acquisition): up to $400,000
  • GOMESA PSM Grants: up to $5 million
  • Match Requirement (NOAA only): 40% match required (local or third-party)

CMP grants are reimbursement-based. Applicants should be prepared to front project costs and request reimbursement monthly or quarterly.


Additional Notes

Projects must be consistent with CMP goals and policies, follow applicable permitting requirements, and demonstrate public benefit. The program encourages the use of green infrastructure and low-impact development methods.
